GOVERNOR, HONGKONG.
Date 27th October, 1914.
The Lords of the Admiralty request that the following instructions
be communicated to the reporting officers;-
on passage
"It is not desirable that vessels should be told to con- verge on focal points, e.g. Colombo and Singapore, just for orders or for any other purpose that is not absolutely necessary. Shipping must be more widely scattered off the
main routes and full advantage must be taken of any choice of passages that is possible. The enemy obviously knows
the present scattering limits, so substitute a general
order that ships must spread out wide on either side of
the ordinary track to make the scattering as effective
as possible.
Whenever possible the reporting or intelligence
officers should hand written instructions to the masters,
and a record of such instructions should be kept. When in
danger of capture the masters must be warned to destroy
these written instructions.
Until a vessel opens fire colours are no indication of
nationality. Impress on the masters therefore that they
should take steps to avoid any vessel of which they see
even the smoke. Only navigation lights should be shown, and
even these should have no greater brilliancy than that laid
down in the Rules for Preventing Collisions at Sea. It is
unnecessary to shew second mast headlights".
